Parts of the western Tamil Nadu textile belt have a long history of schemes that paid young women a lump sum at the end of a multi-year 'contract', labelled workers as apprentices to pay a stipend instead of a wage, or restricted their movement in hostels. Researchers report that versions of these practices persist. Foundries face different but related risks with migrant workers: unclear deductions, advances that tie workers to a job, and poor housing.
