Tamil Nadu labour rules

What a Chennai employer needs to know about Tamil Nadu labour rules

India's four Labour Codes have applied since 21 November 2025, but wages, professional tax and shop registration are still largely a State matter. These are the Tamil Nadu rules that affect contract and temporary staff in Chennai.

Rule What applies in Chennai What we handle
Minimum wages Tamil Nadu fixes minimum wages by scheduled employment (shops, engineering, hospitals, hotels and others) and by zone. Greater Chennai is Zone A, but SIPCOT estates in panchayat areas can fall in a lower zone, so the site address decides. The dearness allowance (VDA) is revised every April. As a rough guide, shop and office roles in Zone A are about ₹14,000–₹14,750 a month from 1 April 2026. Factory schedules are usually higher. We match each role to its schedule and zone, apply the April VDA revision, and show the basic, VDA and allowances on the rate card.
Professional tax Levied half-yearly by the local body. Greater Chennai Corporation's revised slabs are: up to ₹21,000 half-yearly income nil; ₹21,001–30,000 ₹180; ₹30,001–45,000 ₹425; ₹45,001–60,000 ₹930; ₹60,001–75,000 ₹1,025; above ₹75,000 ₹1,250. Other municipalities and panchayats set their own rates. We deduct and remit professional tax to the correct local body for each worker's place of work.
Shops & Establishments Offices, shops and warehouses come under the Tamil Nadu Shops and Establishments Act, 1947. Since the 2018 amendment, registration is online, and establishments with ten or more workers must register. Women can work between 8 p.m. and 6 a.m. only with written consent and safe transport, lighting and a working Internal Committee. We check the site's registration and night-shift arrangements before we deploy women on late shifts.
Labour welfare fund The Tamil Nadu Labour Welfare Fund Act collects ₹20 a year from each employee and ₹40 from the employer. It is deducted from December wages and paid to the Welfare Board by 31 January through its online portal. We deduct and pay it for every worker on our rolls on 31 December.
Contract labour (OSH Code) The OSH Code replaced the Contract Labour Act on 21 November 2025. Contract-labour provisions apply where 50 or more contract workers are engaged (the old threshold was 20), and a contractor with 50 or more needs a licence. Tamil Nadu's own rules under the Code were still in draft when we last checked (September 2026), so earlier State rules continue where they do not conflict. We confirm with you, before deployment starts, whether the headcount triggers registration or licensing. We keep wage registers, attendance and challans ready for inspection.
Permanent-status rule Under the Tamil Nadu Industrial Establishments (Conferment of Permanent Status to Workmen) Act, 1981, a workman who completes 480 days of continuous service in 24 calendar months can claim permanent status. Courts have applied this to workers engaged through contractors in some cases. For long-running roles we help you decide early between contract, fixed-term and permanent hiring, instead of rolling temporary contracts.

Why Chennai headcount leaks in the second month, and what fixes it

In our experience, contract staff rarely leave over a few hundred rupees. They leave over the commute, the wage date and the way the first week is handled.

Sourcing from too far away

An Oragadam requirement filled from a district four hours away looks fine in week one and falls apart by week six. We source along your bus routes and suburban-rail lines first, and we tell you when the local pool is thin.

Monsoon

Northeast monsoon absenteeism

October to December rains flood low-lying areas such as Velachery, Pallikaranai and parts of North Chennai, and attendance drops. For critical lines we build a standby list before the monsoon starts.

Wage date

Late or unexplained pay

Under the Code on Wages, monthly wages must be paid by the 7th of the following month. We pay on a fixed date with a payslip that shows every deduction, which stops most complaints.

Verify and shortlist

Identity, address, education and previous-employer checks, plus trade tests for skilled roles. You see only candidates who have passed.

Client interview and selection

You interview the shortlist at your premises or online. We schedule the interviews and give each candidate a clear offer: wage, shift and joining date.

Onboard and deploy

Appointment letter, UAN and ESIC enrolment, bank account check, ID card and safety induction before day one.

Ongoing support

Attendance, payroll by the 7th, PF, ESI, PT and LWF remittance, a monthly compliance pack, and a replacement when someone leaves.

How fast can you supply manpower in Chennai?+

It depends on the role and headcount. Helpers, housekeeping and warehouse staff can often be deployed within days. Skilled trades that need a trade test, and bulk requirements, take longer. We commit to a date after we understand the role and see the site, and we tell you straight away if we cannot meet it.

What does contract staff cost in Chennai?+

The wage must be at least the Tamil Nadu minimum wage for your scheduled employment and zone. On top of that come employer PF (12% of PF wages, up to the ₹25,000 ceiling from 17 September 2026), ESI (3.25% where gross wages are ₹21,000 or less), bonus, leave, gratuity provision, our service fee and 18% GST. We send an itemised rate card so you can see each line.

Do you have a CLRA licence for Chennai?+

The Contract Labour Act has been replaced by the OSH Code since 21 November 2025. Under the Code a contractor needs a licence only when it engages 50 or more contract workers. Before deployment we will confirm what your headcount requires and share our GST, EPFO, ESIC and Udyam registrations.

Can you staff multiple Chennai sites on one contract?+

Yes. You can have one agreement with site-wise annexures, site-wise or consolidated invoices, one named contact, and attendance and exit reporting for each site.

Do you also hire permanent staff and managers in Chennai?+
