The minimum wage is only the starting point. Statutory contributions come out of it and on top of it, so a minimum-wage worker costs the employer roughly 25–30% more than the wage itself.

The central-sphere worker earns ₹3,046 more but costs only ₹1,452 more, because crossing ₹21,000 ends ESI and statutory bonus. Pay bands just above ₹21,000 change the cost picture more than the wage alone suggests.

The Minimum Wages Act, 1948 was repealed when the Code on Wages, 2019 came into force on 21 November 2025. State notifications issued under the old Act continue until each State fixes rates under the Code.
The Code lets the Central Government set a national floor wage. Once one is notified, no State may fix its minimum wage below it; the State's own notified rates are what you pay.
States set rates by geographical zone and by skill — unskilled, semi-skilled, skilled and highly skilled — and many by scheduled employment as well.
Railways, mines, oilfields, ports, banks and establishments of the Central Government follow central rates for Areas A, B and C, revised by the Chief Labour Commissioner every April and October.

Overtime is paid at twice the normal rate of wages. Deductions for PF, ESI and professional tax come out of the minimum wage; the employer's share is paid on top.

Variable Dearness Allowance is linked to the Consumer Price Index and revised, usually in April and October. The minimum wage payable is basic plus VDA.
Yes. The employee's 12% PF and 0.75% ESI come out of gross wages, and the employer's 12% PF, about 1% for EDLI and admin, and 3.25% ESI are paid on top — so the cost of a minimum-wage worker is well above the minimum wage.
Multiply the daily rate by 26, the usual number of paid working days in a month. Delhi's ₹710 a day for unskilled workers is ₹18,456 a month.
Central rates apply to establishments in the central sphere (for example railways, mines, oilfields, major ports and central public sector units). Everyone else follows the State where the work is done.
Yes, for workers whose wages are ₹21,000 a month or less: at least 8.33% and at most 20% of the wage, calculated on the higher of ₹7,000 and the minimum wage.
No. The minimum wage applies from the first day, whatever the job title. Apprentices engaged under the Apprentices Act are paid a stipend instead and fall outside minimum-wage rules.
At least every April and October, when most States and the centre revise DA/VDA, and whenever a State issues a new basic-rate notification. Arrears are due from the effective date even if the order is published late.
