A role that stays open for months is not always a niche role. The fix depends on which problem you actually have.

Most unfillable specifications ask for a tool, an industry and a city at once. Split what the person must bring on day one from what a capable specialist can learn in three to six months.
Recruit the strongest person from an adjacent industry and budget three to six months to close the specific gap. Usually the fastest route to a permanent capability.
Select engineers from your own team or a graduate cohort and train them with a vendor or institute programme. Slower, but the most loyal outcome. See campus hiring.
Engage a specialist or consultant for a defined project while the permanent search runs, through contract staffing or a consulting agreement.
Indian engineers working overseas often want to return for the right role. Foreign nationals need an employment visa, which has its own eligibility and salary conditions, so allow extra time.

Typically seven to ten weeks to offer, longer where relocation across the country or from abroad is involved. The mapping phase usually takes 10 to 14 days and is useful to you even before the first interview.
We tell you that in the mapping report, with the actual bands the named population sits at today. Most such mandates then resolve as either a band correction or a deliberate adjacent-skill hire with a training plan.

Yes, and for project-critical skills it is often sensible. A specialist on a fixed-term contract or consulting agreement keeps the project moving; make sure intellectual property, confidentiality and the end date are clear in writing, and that the arrangement is not a disguised permanent job.
Often. Returnees bring exposure to mature fabs, cell plants or regulated markets that India is still building. Expect pay benchmarking against their overseas package, a longer notice and relocation timeline, and a clear technical growth story in the role.
